WebIt will be because the rheostat in the headlight switch has burnt out. Very common in E30's. If you're mechanically inclined you can pull it apart and solder in something to bridge the gap. Here's a before and after of my rheostat. To fix it, all I did was stuff some wire in the gap and flood it with solder.
