That issue affects walls, foundations, ceilings, and ramps, and it seems only occur when you're attempting to snap to an existing S+ structure.

I'm also not sure exactly why you're trying to rotate walls in the first place, as I'm pretty sure they only snap one way or the other in whatever direction their foundation is placed in. There's also a mod solution to this: Structures+ allows for much easier building mechanics.
